Add a GitHub Discussions template for proposing major version releases with breaking changes. This template ensures consistent information is gathered including breaking changes, justification, migration instructions, impact to in-flight executions, alternatives explored, and deprecation plans.
Matches the template added to the Python SDK in aws/aws-durable-execution-sdk-python#419.
