Summary

Adds Android support for the debug flag, bringing it to parity with the existing iOS setDebug support. The example app and JS API already sent setDebug; only the Android bridge was dropping it, and Android had no onDebugLog equivalent.

- Thread setDebug through android.tsx to the native module and pass it as
  Config(debug = ...), enabling the Android SDK debug flag (parity with iOS)
- Override TransactBroadcastReceiver.onDebugLog to forward SDK debug logs to
  JS via an onDebugLog event
- Register an onDebugLog listener in android.tsx that logs to console.debug,
  mirroring ios.tsx
