Add an 'Order the tests' section to the Test Plans page: drag to reorder, folder-as-one-slot, and ordering inside a whole-checked folder (pinned, with auto-include preserved). Note in 'Under the hood' how a pinned order is stored before the folder entry.

Adds a brief Order the tests section to the Test Plans page describing the new
drag-to-reorder behaviour in AskUI Desktop:
the folder keeps auto-including tests added later.
Also notes in Under the hood how a pinned in-folder order is stored (explicit files
before the folder entry).
