ci: bump pr-title-check action to v1.6.1

• bumps apify/actions/pr-title-check to v1.6.1
• the check was failing with Unable to resolve action crate-ci/typos@master, unable to find version master — upstream renamed their default branch to main and deleted master out from under everyone pinning it
• they've since restored master as a deprecation stub, so the check may look green again on its own; v1.6.1 pins the action to a release SHA so the next branch rename is someone else's problem — fix(pr-title-check): Pinned crate-ci/typos to commit SHA of v1.50.2 actions#45
