[To rc/2.5.0] Bump Maven release version to 2.5.0

The rc/2.5.0 branch currently uses Maven version 2.5.1-SNAPSHOT after the release plugin prepared the next development iteration. Set the release branch back to 2.5.0 so Maven artifacts use the intended release version.

Update the root project, Java/C++/Python parent references, and Java internal dependencies consistently. This changes only 13 version references across 8 POM files.

Validation:

• All 8 modules passed mvn -o -B validate -Pwith-java,with-python -DskipTests -Dspotless.skip=true -Dcheckstyle.skip=true -Denforcer.skip=true (reactor/model validation; formatting and enforcer checks skipped).
• XML checks confirmed every project, parent and internal dependency version is 2.5.0, with no remaining 2.5.1-SNAPSHOT in these POMs.
• git diff --check passed.
