This PR looks like a kind of partial duplication of the existing information. For the proposed idea, Welcome section, it would be great to handle it in our website repository instead of duplicating spark-website in spark repository.

It's because we had better keep the unified landing page by forwarding to the official contribution guide like the existing code here. It's crucial to build a common experience for all contributors by keeping all in the same page.

This PR adds a short welcome section at the top of CONTRIBUTING.md to help new contributors quickly find key resources such as the contributing guide, build instructions, JIRA, and the developer mailing list.
The existing contribution requirements and governance rules remain unchanged.
