Purpose
Python filesystem-catalog users cannot branch from a retained tag after its snapshot expires. For example, a tag for snapshot 1 remains readable after snapshot 2 is committed and snapshot 1 expires, but branch creation raises
FileNotFoundError.Rebuild the branch snapshot from the tag when the original file is absent, matching Java's behavior in #8748. Regression coverage checks the tagged rows, preserved tag retention metadata, and unchanged main-table data.
