Description

Upgrades the two Develocity-related Gradle plugins declared in settings.gradle to their
latest versions compatible with this build:

Plugin Before After
com.gradle.develocity 3.18.2 4.5.1
com.gradle.common-custom-user-data-gradle-plugin 2.0.2 2.8.0
