Backport of #17548 to dev/1.3.
In dev/1.3, audit logs are stored as
root.__system.audit.**inside theroot.__systemdatabase. The quota count now subtracts only non-view time series matching that audit path, while retaining other internal series that may share the system database.Verification:
mvn spotless:check -pl iotdb-core/datanodepassed.
