Give validateS3SignerSpec and validateRESTCatalogSpec a description and the verification group so they are documented in the Gradle task list.

The
validateS3SignerSpec(iceberg-aws) andvalidateRESTCatalogSpec(iceberg-open-api) tasks register an OpenAPIValidateTaskbut set nodescriptionorgroup, so they show up under "Other tasks" with no explanation in./gradlew tasks. Gives each a shortdescriptionand theverificationgroup, matching how the other validation tasks are surfaced. Build-only; no behavior change to the tasks.
