Reviewed against the 1.9.0 pre-release missing /api/label RBAC finding. The rules are applied across distributed configurations and the endpoint inventory contract passes locally (9 tests) as well as in CI.

What's changed?
Add role constraints to the routes that had no rule (query, logs, alert reporting, labels, metrics, etc.), aligning them with their sibling routes.
