mgmtDistributedTestCore failure is RepeatedRebalanceDUnitTest.testSecondRebalanceIsNotNecessaryWithAddedAndRestartedMembers (AssertionError on "0" vs "0" in assertPrimariesTransfered) — a timing-sensitive rebalance assertion, unrelated to this web.xml-only change. It passed on sibling PRs on the same base. Recommend rerunning mgmtDistributedTestCore before merge.
