Integrate the kapa.ai "Ask AI" assistant, modelled on the Apache Doris integration and compliant with the ASF privacy policy for third-party resources. - Privacy: data-consent-required makes kapa show its own consent screen and withhold all data from its backend until the user explicitly consents (remembered per device); analytics cookies disabled. - CSP: kapa + reCAPTCHA domains added to .htaccess CSP_PROJECT_DOMAINS, per kapa's official CSP guide. - UI: navbar "Ask AI" pill (cyan -> violet) opens the widget via data-modal-override-open-selector; kapa's own floating button hidden.
