feat(router): support affinity and script config centers

Summary

• register affinity and script routes with ZooKeeper and Nacos config discovery
• publish, update, and delete the two rule types through both governors
• add focused ZooKeeper factory and governor coverage

• go test ./pkg/discovery/nacos2 ./pkg/governor/nacos2
