GHAs to build native AMD64 and ARM64 images and on origin publish their MD5 tags to Docker Hub and JFrog. On origin, serialize publication across branches and skip tags already complete in both registries. patch by Mick Semb Wever; reviewed by xxx for CASSANDRA-18931 Assisted-by: Codex:GPT-6

Support build-only runs on forks and manual forced rebuilds. Document registry secrets and add image selection and registry response tests.
