Rationale for this change
Fixes #55112. Installing libarrow on Debian trixie leaves its OpenTelemetry shared libraries unresolved unless users manually install opentelemetry-cpp.
What changes are included in this PR?
Add opentelemetry-cpp as a conditional runtime dependency for Debian and Ubuntu targets that build against system OpenTelemetry. Targets that disable system OpenTelemetry do not gain this dependency.

APT installs the required OpenTelemetry runtime libraries with libarrow, so consumers no longer need a separate manual install.
This PR contains a "Critical Fix." Without the runtime package, consumers cannot load libarrow because required OpenTelemetry shared libraries are missing.
