Upgrade Python VTK package to 9.7.0 in VISOR

User Story Description

Upgrade the Python VTK version from 9.6.1 to 9.7.0 in VISOR.

This minor version bump unlocks an upstream bug fix needed in two places in the VISOR codebase.

Acceptance Criteria

• VISOR is on version 9.7.0 of VTK
• Test suite has been run
• Manual tests find no regressions over 9.6.1 (or document known issues)
