Closes #699

Cause

ZORA release 40053462978 fails before publication because a disposable packed app resolves React 19.2.3 and React DOM 19.3.1. The earlier ZORA-only workflow change (#969) was later overwritten by a managed workflow sync.

Fix

• Correct the canonical Devtools-managed release template and Devtools' own generated workflow.
• After the packed consumer installs the published package, when React and React DOM are both present, explicitly install React DOM at the installed React version. This uses real resolved versions and does not introduce version literals or bypass smoke-entrypoint verification.
• Guard that workflow invariant in packedReactVersions.test.ts.
• Add a patch Changeset so the corrected managed workflow is published in the next Devtools release.

Delivery

• Source owner: Devtools; no public API or runtime behavior change. The patch release delivers the managed workflow template to consumers.
• Local build and lint and focused workflow tests previously passed (see PR review); current head must pass GitHub CI, including format:check and Changeset status.
• After Devtools publishes, synchronize generated workflow in ZORA and rerun release.
• No Reader/PDF investigation or changes.

Validation

• Previous head e23ac50b: GitHub required validate passed.
• Changeset added on 186781d7 in the repository's existing Markdown/YAML formatting style. Await current-head validate and changeset checks.
• Independent review remains required; no merge or ZORA release sync claimed.
