Remove the explicit type annotation from optimize #42
Remove the explicit type annotation from optimize when Zig 0.18.0 is the minimum supported version. Also revisit whether translate C accepts an optional optimization mode at this point (or whether it wants one at all.)

https://codeberg.org/ziglang/zig/commit/21141cb88a130fb113f8c17647bae34ae74efa05 reverted the change that motivated #41. It's probably fine to leave the type annotation in SDL's build.zig for now in case the upstream change is reapplied again at some point during the 0.18.0-dev cycle.
