docs: rebuild the landing page around the chain - #170

The landing page had cards but no TL;DR, no hardware receipts and no link back to the chain. It now opens with a chain label, a lead naming the TRACE record per hop, a two sentence TL;DR citing ca2a-runtime 0.2.0, the Azure and GCP runs and the one-directional limit, four cards, and a status line with the sponsor. The landing page had cards but no TL;DR, no hardware receipts, and no link back to the AgenTrust chain. It now follows the template the other docs sites share.
