Follow-up to #115: the new test file

License Check (skywalking-eyes) flags on
main.This PR adds the header verbatim (byte-identical to the headers of existing
source files).
Side note for triage: the
api-compatibilityjob failure in the Build and Testworkflow predates #115 — run #73 on
e24b998(the base commit of #115) alreadyfailed, while
ac5343fwas still green on Oct 5. #115 only changes constructorbodies with no API-signature changes, so that failure looks related to the
baseline comparison introduced around
e24b998(japicmp baselinee3de871),not to this change. Posting here in case it helps narrow it down.
