Syncs ecs/ from the ecs repository at 171dab8 (Adobe-Firefly/ecs#9), whose 0.3.0 #250 synced.

A run of tiers on the world's thread, a pass, kept a copy of its runners from each tier to its end to count what it ran, which grew with the square of its tiers. Each tier now holds how many runners it and the pass's later tiers hold, and whether any runs on the GPU, so preparing and keeping a pass is linear in its tiers. A test counts a 64-system chain run whole and one entered after a sync point that applies something. The chained benchmarks are within noise.

From a clean state, check:workspace, build, typecheck and every package's full suite pass locally, with a GPU and CI unset (ecs 1767).

The next pnpm run publish <otp> here publishes @adobe/ecs 0.3.0, @adobe/ecs-persistence 0.1.1 and @adobe/ecs-gpu 0.0.3.
