docs(resize): 0.3.0 — review fixes and owner decisions

Brings the resize page in line with the module's 0.3.0 pull request: adaptivestone/framework-module-resizer#49.

Stacked on #22: merge #20, #21, #22 first, then this one, together with the npm release (the live page must not describe an unreleased API).

• Pipelines must be registered in the worker first; per-call formats must be configured.
• The original file is never served; small originals get a cleaned preview at their own size.
• SVG is rendered once in a separate process with a time limit; new troubleshooting rows.
• Preview rows have an identity; one task queue per backend; the availableAt index and the upgrade order; the dead-letter cooldown.
• ResizeWorker --config, shutdown behaviour, animated, JPEG quality 88.
• Fixed: the drivers table header, two dead links to the module repository, the createIndexes example.
