Superseded without merge by consolidated draft PR #12. The comparison, preserved capabilities and remaining H3/owner acceptance requirements are recorded there and in its engineering review. This branch and original evidence remain intact.
An exported synthetic issue can now enter the existing AEOS packet/handoff/result contracts in a disposable local Git worktree. The new standard-library CLI prepares a fixed scoped draft, requires explicit synthetic-local authorization, supports manual T3/assistant transport or a labelled deterministic worker fixture, and saves mechanical verification evidence plus an applyable candidate patch. Issue text never selects commands, scope or authority.
The prototype reuses public.4's build_task_packet.py, handoff.py build/check/validate-result/review/complete and code_rationale.py. It anchors the original bundle/baselines, checks actual worktree changes including ignored/untracked files, refuses drift/tampered evidence/replay, and keeps independent H3 and owner acceptance pending. Frozen distribution/archive/site bytes are unchanged; no private vault material or raw local paths are committed.

The committed local-verification.json preserves the earlier Linux-only receipt; this PR description records the later hosted evidence without claiming the private/local Windows installation was tested.
Exact PowerShell commands, artifact hashes, manual/export boundaries and draft-PR evidence requirements are in prototypes/issue_handoff/README.md and local-verification.json. This is a bounded synthetic proof, not an autonomous factory, native sandbox, live model integration, authenticated approval or independent H3. Please keep this draft pending separate review and owner-controlled integration.
