Pins the wp/6.5 branch in the gutenberg repository when testing the Gutenberg build scripts.

A few notes:

• This requires Add input to the test Gutenberg build workflow #13381 being merged first.
• The uses: changes are only to test this pull request. They should not be included in the final commit.
