build: Prepare release 4.8.0

This PR prepares a release of the SDK. Specifically it:

• Increments the Version of all the updated packages as well as the main vonage package
• Updates the change log of all the updated packages as well as the main vonage package
• Updates the project.toml of the main vonage package to target the updated versions of the individual packages

Additionally the PR:

• Updates the release GitHub action workflow to cover some edge-cases
• Updates the update_vonage_versions utility script to include the newly added Identity Insights package in the packages list
