Records the mission, architecture, and maintenance status of UrbanSim Templates alongside the other core UDST projects.
The complete replacement of pickled estimators by configuration files is still in review, so the scope statement describes it as the intended direction rather than current behavior.

Summary
Adds UrbanSim Templates to the core projects section of the project directory, with the same mission and architecture statement proposed for its README.
UrbanSim Templates was the only core UDST library missing from the directory. Its maintenance roadmap is tracked in UDST/urbansim_templates#132, and the companion README change is in the corresponding scope-documentation pull request in that repository.
