Implementation Plan: Client/Server architecture
This PR contains the implementation plan for #16.
The plan is open as a draft for author review and sign-off before development begins.
Once approved, this branch will be closed and development will proceed on a feature branch.
Plan summary
The plan replaces GitHub Actions as the execution substrate with a hosted HTTP server (FastAPI + Uvicorn) that receives GitHub webhook events, verifies HMAC payload signatures, and dispatches events through the refactored agent pipeline. The implementation is organized in 8 phases: engine refactoring, server foundation, webhook pipeline, admin API, token management, observability, testing, and deployment. The estimated timeline is 11 weeks for a 2-person team.
