Implement opt-in progressive delivery for the
implementationandremediationrecipes. A namedopen_kitchencall still prepares and persists the complete post-prune recipe, flow, and execution snapshot, while returning a compact all-step table of contents plus the full executable bodies of the initial segment. Later successful checkpoints carry the complete bodies of reachable subsequent segments.Closes: #4578
