Byte-identical propagation of DifferentWire/standards@77d73f5. Required PR (main protected with required CI). Bypass approval recorded at DifferentWire/standards#61 (comment 2026-05-21).

Note: this commit's title says '(#61)' but that refers to DifferentWire/standards#61, not a DCC issue. Cross-repo issue number references confuse the pre-push hook — followup filed mentally on the standards side.

Update JSON source key from "beads" to "citadel" in dashboard parser.
Rename UI labels from "Beads Projects" to "Citadel Projects".
Both crowpanel5 and crowpanel7 build clean.

Canonical standards live at C:\Dev\DifferentWire\standards\, not
C:\Dev\. The stale files at C:\Dev\ have been replaced with stubs
that redirect here. See DifferentWire/standards#21.
Byte-identical propagation of DifferentWire/standards@77d73f5 with
PROJECT_DIR=Desk_Command_Center. New preflight step 5 syncs canonical slash
commands from standards/.claude/commands/ into this repo's
.claude/commands/ on every SessionStart — auto-installs /refresh-context
and any future canonical commands.

Bypass: DW_SKIP_CITADEL_CHECK=1 used per user-approved rollout-batch
bypass (DifferentWire/standards#61 approval comment, 2026-05-21).
Tracked under Citadel standards-fb2.
