IMO also regions are not important for KaaS. I didn't clarify that in my comment on the issue clearly, where I only mentioned availability zones.
Not sure if there are other opinions.
For me, the relevant part on KaaS is that you can safely upgrade clusters, but that is covered already by the standard saying that new versions must be available after a certain period of time.
