• Add shared skill graph infrastructure from socket-registry: agents (code-reviewer, security-reviewer, refactor-cleaner), shared skill components (env-check, verify-build, security-tools, report-format), security-scan skill/command, and ops queue tracking
• Update .gitignore to allow .claude/agents/, .claude/ops/, .claude/skills/ directories
• Add npx/dlx prohibition rule and Agents & Skills documentation section to CLAUDE.md

Overview
Introduces a new .claude/ automation scaffold: specialized agents (code-reviewer, refactor-cleaner, security-reviewer), shared skill components (env-check, verify-build, security-tools, report-format), and an ops queue file (.claude/ops/queue.yaml) for tracking multi-phase runs.

Adds a security-scan skill and /security-scan command that define a phased pipeline (AgentShield → zizmor → grading report) and documents tool detection/skip behavior.

Updates .gitignore to start tracking .claude/agents/, .claude/ops/, and .claude/skills/, and updates CLAUDE.md with an explicit npx/dlx prohibition and a brief Agents & Skills section describing the new structure.
