Adds offensive-csrf under web, following the offensive-sqli/CONTRIBUTING.md format.

Coverage: classic GET/POST state-changing CSRF with auto-submitting form, fetch(), and <img>/navigation PoCs plus request-minimization methodology; token weaknesses (missing, not-validated, validated-only-when-present, not-session-bound, predictable/reusable, double-submit flaws); SameSite bypasses (Lax GET gaps, method override, sibling-site, newly-issued-cookie window); JSON/CORS CSRF (text/plain no-preflight, reflected-origin credentialed CORS, null-origin); Referer/Origin matcher bypasses; login/logout and multi-step CSRF; clickjacking-assisted CSRF; Burp PoC generator; and a defender view (synchronizer tokens, correct SameSite, HMAC double-submit, custom-header+CORS, Sec-Fetch-Site).

All examples use example.com/192.0.2.0/24 and cite OWASP/PortSwigger/CWE/MITRE references. README web table updated (16→17), CHANGELOG bullet added, claude-skills.json regenerated via tools/build_manifest.py.

offensive-csrf under web: classic GET/POST CSRF PoCs, token weaknesses, SameSite bypasses, JSON/CORS CSRF, Referer/Origin matcher bypasses, clickjacking-assisted CSRF, defender view. Updates README, CHANGELOG, claude-skills.json.
build_manifest.py counts 80 skills because main already contains offensive-netexec, which the published badge and manifest omit. The badge now matches skill_count.
