P1 Badge Commit the regenerated lockfile with the version bump

After this release lands, every ordinary non-release PR will fail the Release Version Drift CI job: the manifests now declare 0.1.0, but the unchanged Cargo.lock still records both tracedecay and tracedecay-cli as 0.1.0-beta.37, so tests/release_safety_test.sh exits with Cargo.lock root version is not aligned. Include the output of scripts/update-release-pr-lockfile.sh in this version cutover rather than leaving subsequent changes to repair the release metadata.

Closing as superseded. Master currently contains the explicit PR 421 revert at 52a9aab, so publishing 0.1.0 before PR 707 lands would release the reverted tree. Regenerate after PR 707 is integrated.
