Build and publish Linux x86_64 wheels on
v*tags after version validation and installed-wheel tests for CPython 3.10–3.15. Create the GitHub Release when needed and replace assets safely on reruns.Replace wreq/BoringSSL with reqwest 0.13.5, with default features disabled and only rustls, HTTP/2, SOCKS and streaming enabled. Keep proxy validation, timeout settings, bounded scheduling, cancellation and streaming body draining. Configure one client per proxy because reqwest configures proxies on the client, rather than per request. Reject missing proxy hosts explicitly. Remove libclang/clang setup; retain CMake in the manylinux build for the AWS-LC crypto provider shared with rsloop.
Validation: cargo check --all-targets, 15 Rust tests, pedantic Clippy with -D warnings, cargo fmt, YAML parsing and diff checks passed. Built a CPython 3.12 wheel locally. Confirmed no openssl-sys, native-tls, btls or btls-sys in the dependency tree. openssl-probe remains only for system certificate discovery. Full release matrix runs in CI; no PyPI publishing.
