This adds a new `command_floating_window` option. When set to true, gp will use a floating window + scratch buffer to read the command. The map to accept the input is the same as the one to send a message in the chat window (ctrl+g, ctrl+g by default).

The operator decided neither #115 nor the Tier 4 dead-code sweep blocks the release. Robitx#213 keeps only the honest checkhealth and the copilot removal, and the rest of Tier 4 moved to Robitx#236. Listing both under explicitly_out keeps the breakdown honest about what v1 deliberately leaves out.
