Generated API pages currently ignore rateLimit and label missing licenses "Free / FOSS". Use the catalog allowance in HTML, FAQ/Offer metadata and llms-full.txt, and omit licenses that the catalog does not declare. This fixes Arcmira's misleading "100% Free / FOSS" page without changing its catalog entry.
Validated: pnpm test (31 passed), pnpm run validate (527 entries), pnpm run build, and git diff --check.
