feat: draft regression tests from confirmed findings

Ships intent itd-9 (a confirmed bug arrives with its test already written).

• testimony draft-tests emits a host-delegated drafting request from the session's confirmed findings and their timeline event windows (-window, default 10 s), validates the host's answer into tests.jsonl with every draft born proposed (-ingest), and renders accepted drafts as a Markdown test plan (-render); zero confirmed findings or zero accepted drafts refuse loudly with counts by status.
• review -kind tests records accepted | edited | rejected as appended decision records; the edit object is a closed subset that cannot reach a draft's link fields.
• Two write primitives (session.AppendRecord, session.CommitRecords) extracted from review and analyze, behaviour-preserving, recorded in ADR 0001.
• Live-verified end to end with a host model answering the emitted request; three request ambiguities the host reported are fixed.
• Spec closed and intent shipped in the same change; fidelity audit ingested into the intent's Audit Notes.
