CI: only install prebuilt Pillow wheels - #2464
Merged

Conversation
RISE has no riscv64 wheel for Pillow 13.0.0 yet, so uv built it from source, which fails without libjpeg. Install Pillow with --only-binary in `make test` and `make lint` so every platform uses the newest version that has a wheel.

The
ubuntu-24.04-riscvsmoke job has failed on every recentmasterpush:The RISE mirror doesn't have a riscv64 wheel for Pillow 13.0.0 yet, so uv falls back to building it from source, which needs libjpeg.
make testandmake lintnow install their dependency groups with--only-binary pillow, so every platform gets the newest Pillow that has a wheel instead of building one. Resolving against RISE forriscv64-unknown-linuxgivespillow==12.3.0with the flag and13.0.0without it. Platforms that already have 13.0.0 wheels are unaffected, and riscv64 will move to 13.x once RISE publishes a wheel. The Windows job installs Pillow from conda, which only ships prebuilt packages.
