Add structured GA4 event tracking to all CTAs using data-track-* attributes and a global delegated click listener (AnalyticsClickTracker). Add a dismissable announcement banner for the Write the Docs pre-conference campaign with localStorage persistence.

i should just split the banner thing out into separate PR. Both got in because I was trying to figure out what the design of events and custom dimensions in GA should be to support the time limited call to actions. I'm trying out hand written arrows pointing to the book demo buttom.

Replace the top-of-page AnnouncementBanner with an inline hero callout featuring a hand-drawn SVG arrow. Reuses the same localStorage dismiss key and data-track-* attributes. Adds Caveat font preconnect for the callout styling. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
