Make the README describe the actual published v0.9.31 runtime and its digest-pinned use, not historical failed source candidates.

• Publish the registry-readback manifest reference ghcr.io/pasturestack/load-balancer-service@sha256:8133f65849afeb1436fc55e476bf3f8d152529af83e2f99151e4ee469ccd9167 and link the official release assets/provenance.
• State the actual passed build/race/source/image/scan/attestation scope.
• Explicitly retain native lifecycle, traffic, and dependent-service acceptance as pending.
• Explain that the image needs Server-supplied control-plane context and selecting the release does not upgrade existing Server installations/services.
• Remove v0.9.28/v0.9.29/v0.9.30 candidate/failure history; retain that history only in release evidence.

README-only change. git diff --check passes; values checked against the official release and registry manifest/config labels. No source, workflow, image, tag, or release publication change is included. No manual build, image rebuild, or new release will be triggered for this documentation update; normal protected PR checks remain in force. Native QA is not claimed passed.
