[APIServer] Update /config-info endpoint to include version, chat template, and other metadata

Motivation

The current /config-info endpoint lacks visibility for versioning, chat templates, device information, and certain service startup parameters.

Modifications

New Field	Content
version_info	FD/Paddle versions + commit hash + CUDA version (6 fields)
chat_template	Currently active chat template
server_config	API Server startup parameters (16 fields)
device_info	Device type, model, VRAM, SM count, etc. (7 fields)
