I want to release this package in ros-o.
The current rule for orocos is liborocos-kdl-dev, but this is only applied to noetic. I want to apply this rule to newer Ubuntu/Debian releases. This patch is a little bit tricky because of adding the
ROS_PYTHON_VERSIONcondition, but I think this is simpler.
