Summary

Adds Pen Pan/Scroll 1.0.0 for OpenTabletDriver 0.6.7 on macOS.

• Hold a configured pen button, touch the nib, and drag to scroll on both axes.
• Keeps the pointer anchored while scrolling and suppresses tip/button clicks during the gesture.
• Supports natural direction, per-axis sensitivity, reversal, lift-and-reposition strokes, and fractional accumulation.
• Fails open on unsupported platforms and passes input through unchanged.
• MIT licensed; source, tests, and documentation are public.

Related submission

This is distinct from #175: Pen Pan/Scroll keeps the pointer fixed and maps physical pen travel to pixel-based, natural two-axis scrolling. It does not provide cursor-following Drag/Joystick modes.
