ci: automatically categorize pull requests

Automatically categorize incoming and updated pull requests by changed files and Conventional Commit title prefixes. Create missing labels and remove stale automation labels while preserving manual triage labels.

Uses pinned actions and API-only processing for fork PRs. Validation: YAML parsing, matching area definitions, whitespace checks, and seven mocked workflow scenarios per repository passed.
