Adds a
.coderabbit.yamlenabling CodeRabbit auto-review on pull requests against any base branch.CodeRabbit only auto-reviews PRs targeting the default branch by default, and its default-branch gate has been misfiring in this org (e.g. OpenMouse-Project/mouse-protocol#194 was skipped with "Auto reviews are disabled on base/target branches other than the default branch", despite targeting
main). Listing.*inreviews.auto_review.base_branchesmakes the target explicit and also covers stacked PRs.Note: for public repos CodeRabbit reads config from the base branch, so this takes effect once merged.
