This new regression test demonstrates use of the SoilDyn module by specifying a linear soil stiffness matrix. This is a limited test of the SoilDyn module which doesn't require the REDWIN DLL because that functionality only works on Windows.
StC_test_OC4Semi_Linear_Tow.fst and 5MW_Land_DLL_WTurb_cpp.fst were missing the CompSoil line. Those files were probably added after SoilDyn
This commit adds SoilDyn lines to the new .fst files from merging in the dev branch. Also fixes incorrectly located .outb file for the OC6_phaseII test case.
