Accelerated European official-registry rollout without duplicating country sources already present in the map.
Implemented in this PR:

Eurostat GISCO hospital layers — 22 countries
GISCO harmonizes hospital records originating from Member State official national registers into a common geospatial schema. Added independent country layers for:
Albania, Austria, Belgium, Bulgaria, Switzerland, Denmark, Estonia, Greece, Spain, Hungary, Italy, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Serbia, Sweden, Slovenia and Slovakia.
These layers retain hospital/site names, national IDs when published, WGS84 coordinates, address/postcode/city, contacts, facility type, public/private status, emergency status, bed/practitioner/room capacity, specialties, source reference dates and geolocation-quality metadata when supplied.
GISCO is being used as immediate authoritative hospital coverage; richer direct national clinic/provider registries can augment or supersede it country-by-country later.
Existing dedicated Croatia, Ireland, Latvia, Lithuania, Germany, Czechia and Finland integrations remain intact rather than being duplicated.
The PR remains draft while England, Northern Ireland and the remaining non-GISCO European jurisdictions are added.
