Turkish translation of the OWASP API Security Top 10 2019 edition.
Related to #58. The 2023 edition's Turkish translation is now complete, so this picks up the remaining 2019 edition using the same incremental approach as #153: opened as a draft early, with sections added as separate commits so progress can be reviewed along the way.
