#3890 + #3891: Link Materials to RR on Submission + Update Material Status When Payment Details Added

Changes

• RRs can now handle materials as reimbursement products
• Materials are linked to RR and status updated to READY_TO_ORDER
• Materials are updated to ORDERED when RR is marked as pending finance

Test Cases

• Materials are updated to READY_TO_ORDER when RR is created
• Materials are updated to ORDERED when RR is marked as pending finance
• Only materials in READY_TO_ORDER status are updated (not SHIPPED, RECEIVED, etc.)
• Multiple materials on the same RR are all updated
• Cannot create RR with a material already linked to another RR
